A weekly pull of new business registrations across two counties, ranked so a person reviews a short batch rather than a raw list. It backfills the days it missed rather than losing them, removes duplicates against everything already seen, and hands each reviewed record to the existing outreach system with its claim, visit and promote history intact. The judgement stays with a person; only the reading is automated.
